This is particularly true of the Free-to-Play players, however, by properly using his skills and improving the Scipios talent tree the right way, Scipios is a formidable force that must be reckoned with by his fierce enemies.
In short, he can be fine-tuned strategically with improvements to Scipios Talent Tree to make it easy to win the first few fights, while countering enemy forces. As far as Scipios Talent Tree is concerned, there are players who want to capitalize on the increased benefits from a Leadership/Attack combo.
Leadership gives you a few nice advantages and bonuses, but I am not as big of a fan of the combination of Leadership + Attack when you can combine it with a commander with infantry-style abilities, who can provide you with Infantry talent trees, which are much more efficient than a Leadership + Attack combination. If you can get the infantry + attack combo, such as Eulji or Sun Tzu, or Charles, or certainly Richard Charles, they are going to fare a lot better for you than the Leadership and Attack. You do not actually need to have top level troops that are best built, best talents, best skills, best commanders, best commanders, as long as you have 50% as many troops as the opponent.

It is worth noting that Sun Tzu is the best commander for untapping with AA in ROK play, and pairing him with Scipios talent tree could prove to be beneficial in battle. I would recommend against using Scipio Africanus as your main commander, but if you are going to anyway, that is the build I would go with. Overall, using commanders with lots of AOE damage is best, as Scipio increases the troops capabilities and gives you a bit of survivability to be able to utilize multiple abilities.
